Agonizing traffic chaos worsens as govt ignores road restoration

ITANAGAR, Jul 17:  Traffic congestion is what denizens of Capital Complex dread the most these days. A long queue starting from Papu Nallah to Ganga was also witnessed on Monday as people struggled to reach their destinations in the scorching heat through the ill-maintained Jullang road, the only alternate road of the Capital Complex.

For the past two weeks, people have been forced to traverse the agonizing traffic between Itanagar and Naharlagun via Jullang along NH415, owing to sluggish pace of restoration work at two damaged points of the NH 415.

According to Executive Engineer Nani That, who has been entrusted with the restoration work, the restoration work near 'A' sector in Itanagar would take another couple of days as the hill side is too steep for construction of a boulder wall along it.

'Construction of a support wall along the said road would take about a month to complete', the EE said. He further mentioned that lack of coordination is hampering the restoration work. 'On Monday, police personnel deployed to check traffic stopped a PWD truck which has been engaged in the restoration work at Papu Nallah which resulted in much wastage of time', the EE lamented.

This lack of coordination among the authorities has only worsened the situation. The way the traffic congestion is increasing, people have to stop using the road at all. Already there are many individuals especially, government officers and staff who have stopped going to their respective offices and are availing unsolicited holidays, putting all the state machinery to a stop. Year after year, the whole exercise is repeated at the expense of the denizens of the Capital Complex. What is appalling is the apathetic attitude of the state government towards the issues affecting the denizens of the twin capital cities. Traffic congestion has remained a nagging issue since long, however, the state government has done little to mitigate the problem in recent times.

 

 

 

Storm snaps power supply

ITANAGAR, Jul 17: A cyclonic storm accompanied by high speed wind swept across the state on Sunday mid-night causing severe damage to power transmission and distribution systems.

Power supply was snapped in many districts after trees got uprooted and fell on the supply lines. Major damages have occurred on 132-KV Aalo to Pasighat transmission line as the line passes through dense tropical forests, said Chief Engineer (Power) Anong Perme.

Disruptions in power supply were reported from West Kameng, Papum Pare, West Siang, East Siang, Lower Dibang Valley,Lohit and Namsai districts.

However, electricity supplies in most areas were restored immediately. Restoration works are going on in war footing, Perme said, adding that normal power supply in affected areas would be restored within a day or two.

Power Minister Tamiyo Taga, who is monitoring the restoration works, has assured the department to provide all necessary support from the government.

 

 

 

Monsoon exposes human greed, poor administration

ITANAGAR, Jul 17: The recent monsoon shower has caused massive damage to the road infrastructure in Capital Complex.

The NH 415 is in tatters, while Itanagar-Jully-Naharlagun road is barely motorable. Monsoon has further damaged several arterial roads which connect the capital with places like Doimukh and Poma.

There is no doubt that heavy rainfall caused major damage but a closer look will tell that some of the damages are inflicted by humans.

In many stretches along the NH 415, people have been found carrying out illegal earth cutting near the highway.

"These earth cutting has come back to haunt us. In several areas, road blockade took place due to earth cutting done by the citizens. Due to the greed of few individuals, the whole of Capital Complex is facing torrid time," said a citizen.

Also, the monsoon fury has exposed the lacunae of capital administration.

"The Capital Deputy Commissioner Prince Dhawan has failed to control the illegal earth cutting work. He keeps on issuing notice after notice but nobody seems to follow it and hardly any action is taken against the rule breaker.

The district administration should understand that just issuing order will not solve the problem. They need to be practical and ensure action at ground level," said a frustrated citizen.

 

 

 

Chowkham-Medo-Wakro road in shambles

ITANAGAR, Jul 17: The pathetic condition of Chowkham-Medo-Wakro road is making life miserable for the people of Lohit and Namsai districts. The said stretch of road which is under the Border Roads Organization (BRO) has been deteriorating over the years.

The locals alleged that the BRO has miserably failed to maintain it because of which commuters are facing a torrid time.

"The Chowkham-Medo-Wakro road is the lifeline for large section of people. But authorities do not bother to repair it. Looking at the horrible condition of the road, we are forced to assume that everyone has given up," said a local resident.

Every year thousands of pilgrims use the Chowkham-Medo-Wakro road to visit the famous Parshuram Kund, ignoring the pathetic condition of the road.

Local MLA and Parliamentary Secretary for environment and forest, CT Mein, while talking to this daily informed that on several occasion, he had asked BRO authorities to start the repairing work.

  "I understand the problem being faced by the locals and therefore have been pursuing the matter with BRO authorities. They told me that right now due to monsoon rainfall they are not able to carry out the repair work, but have assured to start work once winter sets in," said CT Mein.

But the condition of Chowkham-Medo-Wakro road is deteriorating at a fast rate and if immediate repair work is not carried out, things will get really difficult for the commuters. Despite several attempts made by this daily, the OC BRO, who looks after Chowkham-Medo-Wakro road, did not respond.

 

 

 

Hundreds turn up for Laptap landslide victims

ITANAGAR, Jul 17: Hundreds of Samaritans from all walks of life turned up and generously contributed money on the first day of donation camp jointly set up by the Arunachal Press Club, Arunachal Pradesh Union of Working Journalists and Arunachal Electronic Media Association for the victims of Laptap village landslide at Akashdeep Ganga, Itanagar on Monday.

14 people were killed in Laptap village when their homes were swept away in the landslide triggered by incessant rains on July 11 last.

 The contributors were presented with badge as mark of gratitude from the Press fraternity of the state.

Similar camp would be set up at Takar Complex, Naharlagun on Tuesday from 10 am to 5pm.

"Indeed, it was truly encouraging to see that people from all walks of life turned up in such large numbers to donate for the landslide victims. We anticipate same response at Takar Complex tomorrow," said Amar Sangno, President APUWJ, who was coordinating the fund raising camp.

 

 

 

MVAC organizes black day

ITANAGAR, Jul 17: The Mere Vichar Andolan Committee (MVAC) on Monday staged a protest at IG Park and burnt the effigies of Chief Minister Pema Khandu, Deputy Chief Minister Chowna Mein and Government Spokesperson PD Sona, demanding justice for former Chief Minister late Kalikho Pul.

Hundreds of people gathered at I G Park to mark July 17 as black day. Protesters shouted slogans against present government for non-fulfillment of their demand seeking justice for late Pul.

 

 

 

Legislators vote to elect  President

ITANAGAR, Jul 17: The legislators of Arunachal Pradesh Assembly on Monday voted for the Presidential election.

Of the total 59 members in a house of 60, 58 exercised their franchise while Health and Family Welfare Minister Jomde Kena voted in Delhi.

One seat in the Assembly is vacant after former deputy chief minister and sitting MLA Kameng Dolo from Pakke-Kessang constituency lost membership of the House following a Supreme Court ruling in connection with an election petition filed against him by BJP leader and former minister Atum Welly.

The ruling BJP in the state has 47 MLAs while the Peoples Party of Arunachal (PPA), a constituent member of North East Democratic Alliance (NEDA), has nine members who are supporting the NDA presidential candidate.

There are two independents and a lone Congress member in the House.

The two independents are also supporting NDA candidate Ram Nath Kovind.

Kovind is pitted against opposition candidate Meira Kumar in the race to the country's top constitutional post. (PTI)

 

 

 

Pema govt launches several schemes to mark one year anniversary

Itanagar, Jul 17: Several schemes and programmes were launched today to mark the completion of one year of Chief Minister Pema Khandu's government in the state.

BJP National General Secretary, Ram Madhav initiated the ceremony with the launch of Ujala Scheme in presence of BJP party leaders, state Ministers, Parliamentary Secretaries, Commissioners, Secretaries and other top level officers and public leaders.

IT Secretary Sonam Chombay made brief presentation on Pandit Deen Dayal Upadhyaya Bunkar Yojana, CM Krishi Rinn Yojana, CM Adarsh Gram Yojana (Rural Transformation Fund) and District Innovation & Challenge Fund, after it was formally launched.

 This was followed by launching of Facebook page of Department of Finance and Investment by Deputy Chief Minister Chowna Mein.

The Chief Minister launched the CM helpline no. 155250, a toll free number for the citizens to make a call to register their grievances. He made the first call, which was received through a call centre.

The Chief Minister also brought out his government's achievements made in one year through a souvenir titled '1 year in office' listing several achievements in different sectors.

Khandu in his speech credited the state government's achievement to his minister and legislator colleagues, team of officers, and party members.

The state government in the last one year had 14 cabinet sittings, where 160 decisions were taken with more than 60% decisions being implemented already, said the Chief Minister.

The impetus has been given more on governance reforms through use of information technology to bring in transparency and accountability, said the Chief Minister. He informed that the state government has introduced e-cabinet, use of e-office in secretariat, started e-ticketing in transport services, conducted workshop on use of Facebook to boost the business and introduction of e-ILP system.

The  Chief Minister spoke on his recent initiative to start smart classrooms in government-run schools. He announced to discontinue the no detention policy saying that it has brought down the quality in education. He also informed that centre has decided to have board exams for class X from 2017-18 sessions.

Touching on unemployment issues, the Chief Minister spoke on his initiative on Deen Dayal Upadhyaya Swavalamban Yojana that promises to provide loans to unemployed youths for entrepreneurship.

He informed that state government has created 3200 jobs in various departments in addition to 2000 posts in police department totalling more than 5000 jobs.

The Chief Minister further spoke on acute shortage of teachers and administrative posts in the state that were accumulated through upgrade of schools and administrative centres. He said no previous governments had attempted to fill these gaps and in this year, the state government has identified more than 1500 vacant posts of teachers, which will be advertised for recruitment soon through the APPSC.

On lack of investment in state, the Chief Minister pointed it on lack of proper land laws and policies. He informed that state government will soon bring out land laws that will enable the local people to own their land legally, which would find acceptance in banks for loans.

The Chief Minister in his concluding remarks called upon the government employees to perform since they are the face of the government. When the employees are irresponsible and non-performing, it reflects on the work performance of the elected members who are answerable to public, he said.

Earlier in his speech, Ram Madhav appreciated the Pema-led Government for performing well in one year with great emphasis on use of IT. He said it shows the commitment of the government for transparency and accountability.

 

 

 

 

SJETA meet JIC and AAPSU on disbursement of scholarship

ITANAGAR, Jul 17: Secretary, Department of Social Justice and Empowerment and Tribal Affairs (SJETA) met the  representatives of All Arunachal Pradesh Students Union and Joint Interim Committee (JIC) for Stipend and Scholarship regarding disbursement of scholarships.

According to a release, NOC is not required to be submitted by the students and scholarship will be released after verification from the list of students who have been given stipend by the Higher & Technical Education Department. The consolidated lists have been received from the Higher & Technical Education Department on Monday.

During the meeting it was decided that any difference in the entitlement and release of scholarships of the students shall be looked into and redressed by the Deptt. The students may see their entitlement at www.arunachalpradesh.gov.in.

It was further informed that the scholarships are admissible to applicants who have not availed stipend from Education Department.

The entire amount received from the Government of India for scholarships shall be used for disbursing scholarships as per norms and the remaining unspent balance shall remain in the Government Treasury and is accounted for by the Government of India in future releases, a departmental release stated. Transfer of scholarship is through Direct Benefit Transfer that is from Bank Account of the Govt of Arunachal Pradesh to the Bank Account of the beneficiary hence it cannot be diverted, it added.

Further, the Director, Social Justice Empowerment & Tribal Affairs appealed to the JIC not to call a protest or ‘chakka jam’ regarding the disbursement of stipends.

 

 

 

 

APCC concerned at gun violence

ITANAGAR, Jul 17: Arunachal Pradesh Congress Committee (APCC) has raised serious concern over increasing incidents of gun related violence in the state.

Citing the recent series of shooting incidents, the APCC flayed the state government for not taking any measure to curtail gun violence and other related criminal activities posing serious threat to safety and security of common people.

Stating that uncontrolled gun culture will gradually push the state into Jungle Raj, APCC demanded routine patrolling and strict vehicle checking in the twin capital towns.

"The State Government must equip the law enforcing agencies with all the required modern equipments and increase deployment of police and Police Control Room (PCR).

APCC also demanded to harden the gun ownership laws to prevent easy procurement and misuse of firearms.

 

 

 

AACWA takes a dig at root out corruption campaign

ITANAGAR, Jul 17: The All Arunachal Contractors Welfare Association (AACWA) in a release on Monday took a dig at the root out corruption campaign initiated by Chief Minister Pema Khandu.

As part of celebrating one year in office, the CM on Sunday had issued instruction to all government departments to put up display boards outside their offices asking the people not to pay bribes and to inform officials about bribes.

 While reacting to steps announced by CM, AACWA stated that high level corruption is not practiced at small offices but at secretariat, Ministers and Chief Minister's offices while holding on important files for long periods, sometime even for 2-3 months.

"If state government really want to make Arunachal a corruption-free state, then the Chief Minister's Office (CMO) should clearly instruct cabinet ministers, parliamentary secretaries, bureaucrats and technocrats not to hold important files at their offices or at their residences or bungalows.

It is known to every conscious citizens that many files are delayed at offices of CM, ministers and parliamentary secretaries till "indirect tax like commission is made available for clearing of the files", stated AACWA.

Particularly in tender process, many genuine candidates are victimized even after fulfilling all criteria because officers are pressurized to select and awards those firms which are supported by ministers, parliamentary secretaries and local legislators, the AACAWA alleged.

 "Most PMGSY projects of eastern Arunachal Pradesh are won by the Tinsukia based non local registered contractors. The MLA and ministers from eastern belt do not help local Arunachalee contractors. Local registered firms pay yearly taxes to the state government but our government always favours outsiders," the AACWA alleged.   

 

 

 

DRDA under scanner

ROING, Jul 17: The DRDA Roing has come under the scanner as villagers of Bolung village have lodged a complaint against its road construction work under Dambuk Constituency SIDF 2016-2017.

The work against C/o RLR at Moruk/Moying, Bolung is being done at Erbuk instead of Moruk/Moying as sanctioned under the scheme, informed Boss Lego, a villager from Bolung.

There is no mention of any RLR work at Erbuk in the proposal/list of sanctioned order as per the DPR, he added.

Lego said that the sanctioning of the RLR came as a boon for the poor villagers who are mostly dependent on their agricultural and horticultural produces for their livelihood, and had long felt the need of a link road as they have been facing a lot of hardship because of lack of proper road connectivity, especially to transport their farm produce. However, the negligence of the executing department,  DRDA Roing, has diminished all the hope of us poor villagers, added Lego.

Lego, on behalf of the entire village, had also written to the DA regarding the matter seeking intervence. However, in its reply the office has only mentioned about conducting inspection of the quality of work done, totally neglecting the complaint of work not being conducted at the original site  of Moruk/Moying, informed Lego.

On being contacted, DRDA APO (RE) said that the department has been monitoring the work being done at Bolung and they have no idea about where Moruk/Moying is and where Erbuk is.

However, the villagers informed that the work is being done at the already existing road at Erbuk which was constructed under MNREGA, which cannot be mistaken for the proposed road at Moruk/ Moying, which is non-existent.

"The department has taken our one chance at getting a link road as such funds will not be  provided for the same place twice. They have violated our right to development which is a serious offence and  crime under the law of Indian Penal Court", said the villagers.

 

 

 

Myriads of problems plague school education: ATA

ITANAGAR, Jul 17:  Lack of effective education policy, insufficient funding for academic activities, infrastructure, non availability of textbooks and subject teachers are the main reasons for the disappointing results in examination conducted by the CBSE, observed the Arunachal Teachers' Association (ATA).

Taking serious note on the poor CBSE results across the state in 2016 and 2017, the ATA in a meeting on Sunday opined that one can not only blame CCE and No Detention Policy for demeaning the education system in the state.

There are numerous shortcomings in present education policy which require amendment, the ATA members opined.

Apart from it, inadequate funding for education is adding more woes to already wretched educational institutes, the meeting observed.

In addition, apathetic attitude towards the interests of major stakeholder of education system, such as lack of teachers’ quarters in almost all the educational institutes, delay in release of salaries, in conducting DPC for promotions and non fulfillment of other teacher welfare related issues are also unnoticeable factors, which are psychologically demoralizing the teachers, thereby affecting the education system, the ATA said.

The ATA lamented the Department of Education's failure to come out with tangible mechanism to mend the deplorable state of affairs of school education despite holding series of meetings and conventions.

"In the backdrop of poor CBSE results this year, the state government had announced to implement board examinations at elementary level, which is a welcome step. But, no guidelines and modalities for conducting board examination are supplied to the DDSEs till date and there is confusion in schools in conducting internal examinations as most of the schools are about to conduct FA - I (CCE)," ATA said, and appealed the government to carefully examine the matter.

Meanwhile, expressing its disappointment over non- fulfillment of the "Unified Demands" submitted to the state government, the ATA has resolved to serve ultimatum to the government to fulfill the demands within this month, failing which, the teachers' association threatened to re-launch its suspended agitation.

The demands included immediate conduct of DPC for all categories within the month of July, 2017, enhancement of salaries of SSA teachers as per Opak Gao Committee Recommendations, creation of headmaster, vice principal and principal posts for all newly upgraded Secondary and Higher secondary schools and notification of BEO RR and modification of TGT RR restoring; 50% promotional avenues for PRT to TGT and fill up rest of vacant post at 25:25 from SSA TGT and Direct recruitment and Single window entry of PRT (SSA) in Elementary Education, which was assured as per recommendations of the three member committee.

 

 

 

DRDA employees launch indefinite strike

ITANAGAR, Jul 17: The DRDA employees in the state have launched their indefinite pen and tool down strike in protest against non-fulfillment of their long-pending demands despite assurance.

The DRDA employees have been demanding absorption of it members in the government departments and regular disbursement and drawal of salary through treasury bills in line with other departments.

Earlier, the association had called off its strike thrice following assurance from the Secretary, Rural Development Department on behalf of the Government to consider the demands, stated the Seppa (East Kameng) district unit of the DRDA employees' welfare association.

It informed that the Secretary (RD) had given written assurance to place the demands for absorption of employees' in line department before the state Cabinet within April, 2017. In case of the other second demand, he reportedly agreed to fulfill it within March this year.

Reports of joining the strike have been received from various district units of All India DRDA Staff Welfare Association, including from Bomdila (West Kameng), Tezu (Lohit), Ziro (Lower Subansiri), Seppa (East Kameng).

 

 

 

Doctors put forward demands

ITANAGAR, Jul 17:  The government doctors demanded uniform pay for doctors working across the country along with perks, career progression as per the decision of the 10th Conference of Central Council of Health and Family Welfare.

The fraternity also demanded that the Centre allocate more budget to bring about better pay packages in the state and also demanded Indian Medical Service (IMS) to be constituted only after due consultation with the states.

The Arunachal Pradesh Doctors' Association participated in the meeting of the All India Federation of Government Doctor Associations and Joint Action Committee of Service Doctors' Organization at Ram Manohar Lohia Hospital on June 15 and 16 last.

It further urged for a Central Act to curb violence against health care professionals and sought for reservation of upto 50%   or weight age upto 20-30% for serving doctors in post-graduate education.

 

 

 

DC reviews disaster preparedness

PASIGHAT, Jul 17: East Siang Deputy Commissioner Tamiyo Tatak, who is also Chairman District Disaster Management Authority, on Monday reviewed preparedness to tackle natural calamities.

The DC asked the stakeholders to be fully prepared to act as per the existing disaster management plan of the district.

To further step up the District Disaster Management Plan, Tatak instructed the team of sub-divisional officers to give top priority to all human settlement areas during the process of assessment of vulnerable/disaster prone areas in their respective areas.

Earlier, DDMO G Tsumo briefed about the existing plan and action to the house. (DIPRO)

 

 

 

Bhandari passes away, Pema condoles death

GANGTOK/ITANAGAR, Jul 17: Nar Bahadur Bhandari, an obscure school teacher, who rose to become one of the longest-serving chief ministers of Sikkim, breathed his last at a Delhi hospital this afternoon.

Bhandari, a three-term former chief minister, was 77. He is survived by wife Dil Kumari Bhandari, a former MP, their two daughters and a son.

Chief Minister Pema Khandu condoled the demise of Bhandari and praised his role in development of Sikkim.

In his condolence message, Pema said, "Bhandari championed the cause of the rural and urban poor and played a key role in the economic development of the Sikkim and politically set a benchmark unrivaled and unparalleled."

 

 

 

Security forces nab NSCN cadres, workers

ITANAGAR, Jul 17:  Security forces nabbed an NSCN (K) cadre and an over ground worker of NSCN (R) from Wakka village and Jairampur town during two separate operations on July 16.

A pistol and live ammunition of various weapons were seized from the nabbed NSCN (K) cadre, who has been identified as Styled Sergeant Tonpha Pansa.

The over ground worker of NSCN (R) Wangwa Hathum has been an active member of the banned outfit for the last three months.

 

 

 

Football Tournament to mark Kargil Vijay Diwas

AALO Jul 17:  The Aalo Military Station is organising the Military Civic Football Tournament at Aalo General Ground from July 22 to 26.

This football tournament is being organised as a run up to celebration of Kargil Vijay Diwas to pay tribute to the martyrs of the Kargil War.

The winner and runners up of the tournament will bag Rs. 15000 and 10000 respectively.

The Indian Army appealed to the District Administration, District Sports Association and District Football Association to cooperate for smooth conduct of the tournament. (DIPRO)

 

 

 

APATCYO reiterates its demand

ITANAGAR, Jul 17:  The Arunachal Pradesh Abo-Tani Clans Youth Organisation (APATCYO) has reiterated its demand for adoption of Tani Lipi, an indigenous script for preservation of the Tani language in the state.

 In a representation to Secretary Education, the Organisation stated that in order to create commonality among the Tani descendants and ensure social harmony amongst all, the script should be used.

Tani Lippi, invented by Tony Koyu, is a scientific script that has many advantageous feature and is user friendly, the organisation said, and argued that Tani Lippi would encompass communal and social harmony.

 

 

 

2nd phase ACF for TB launched

ZIRO, Jul 17: The second phase of systematic identification of people with suspected active TB, also known as Active Case Finding (ACF), was launched in a programme organized by the District Health Society under RNTCP.

The ACF, a systematic screening for active TB, was formally launched by District TB Officer Dr. Tage Nibo at VKV School, Ziro.

In total, 446 students and teachers were screened for TB out which 35 symptoms suggestive to TB were subjected to sputum examination.

The DHS (RNTCP) will conduct screening for active TB in all boarding schools in Ziro valley and a couple of villages under the jurisdiction of Gyati Takka General Hospital and CHC, Old Ziro during the the 14 days programme. (DIPRO)

 

 

 

 

Association seeks immediate arrest

ITANAGAR, Jul 17: The All Itanagar Youth Welfare Association has written to SP Capital seeking immediate arrest of Tani Jongkey, Joint Commissioner, Tax and Excise Department for allegedly sexually assaulting an 11 year old girl. The Association sought exemplary punishment as per law and sought justice for the young victim.  

 

 

 

ACCCWU to provide security for workers

ITANAGAR, Jul 17: The All Capital Complex Contract Workers Union (ACCCWU) has decided to hire security guards for providing security to the workers.

The decision was taken after the workers and labourers raised concern over their safety and security and demanded for a proper labour stand in a meeting at Akashdeep complex, Itanagar.

Saffron agenda

With the nomination of Union Minister M Venkaiah Naidu as BJP's choice for Vice President, RSS has once again shown that it dictates terms in the present dispensation. Earlier surprising everyone BJP nominated Ram Nath Kovind as presidential candidate. It is believed that RSS played critical role in ensuring nomination of Kovind. Both the president and vice president candidates have deep connection with RSS and firmly believes in the ideology of Sangh parivar. For years BJP and RSS have been yearning for the opportunity to implement their ideology. By having absolute majority in Lokh Sabha now they are on the mission to accomplish their aim.

As part of the mission they are making effort to place people with Sangh ideology in all the important offices. BJP and RSS have every right to take forward their agenda but they should not over do. India is a diverse country where people of all faith have been peacefully living together. The secular nature of this country has won respect across the world. However things seem to be changing for bad. In recent year several incidents of attacks on minority communities is increasing in the country. Unfortunately this has coincided with the formation of BJP led NDA government at the centre. Sangh parivar for years has been fighting against secular character of India and has been championing for turning India into a Hindu state.  In BJP government they see an opportunity to turn their dream into reality. TRIHMS Recruitment and MCI rules

Dear Editor,

It is of great pride that a medical college is being started in our state after immense work by a lot of people and finally it’s going to be realized. However as responsible Doctors and concerned citizens, we would like to request and advice the concerned department(s) and government of Arunachal Pradesh to abide by the rules and regulations set by medical education governing body of India, Medical Council Of India (MCI) for selection of teachers/faculty members of a medical college, which was revised and published in The Gazette of India, dated June 8, 2017, according to which even the selection of an Assistant professor required, apart from a post graduate degree, experience of one year as Senior Resident in concerned subject in a recognized medical college. This we say, so that future of our medical college is not jeopardized and the reason is given below.

Referring to an article published in Arunachal Times on 21 September 2016 in which our honourable Chief Minister Pema Khandu had sought support, guidance and cooperation from the prestigious North East Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS), Shillong, for establishment of the Tomo Riba Institute of Health & Medical Sciences (Medical College) in the state.

We would like to bring to notice the concerned department(s) and general public about an article published in the Shillong Times, dated 21 December 2016, entitled” MCI Derecognises NEIGRIHMS Degrees” which reported about the de-recognition of various post graduate seats done by MCI and the reason given by them was about the “eligibility of professors and staff” at the PG departments of the institute. If the mother institute from which we are seeking support, guidance and cooperation has problems with MCI recognition due to questionable eligibility criteria of the faculty members, we should learn our lessons and from the outset should try to set the eligibility criteria right.

Arunachal being in a far-fetched part of India, we might not have all the requisites for all departments to be started but even we deserve decent medical facilities and perhaps have to again implement “one time relaxation” rule to start functioning of the college. The selection to faculty members should be done according to MCI rules and one time relaxation should not be used to scrupulously admit undeserving candidates, which in future will endanger the MCI recognition of the college, as it has happened with some well-known colleges.

A letter from NERIST

Dear Editor,

With reference to the open letter to the Governor of the Arunachal Pradesh and President of NERIST Society published on July 17,  it is to bring to the fact of all concerned and for the wisdom of the author of open letter.

1. It is true that NERIST is the premium technical institute in this region and its alumni (both technical and non-technical) are working not only in India but also rest of the world.

2. The recent disturbing news published in newspaper is due to non-release of requisite fund from MHRD. NERIST authority is aware of responsibility of its release regarding salary, fellowship to PG, Ph.D students. After discussion with students’ community (SUN), NERIST has released fellowship, scholarship research scholarship for the month of April, 2017 and for GATE scholarship for April and May, 2017 by re-allocation of internal resources. NERIST could not release salary etc. for the month of June because of non-release of fund from MHRD, New Delhi.

3. It is to be noted that NERIST products are getting employment /appointment in NIT, Arunachal Pradesh and other educational institutes because of quality of products. It is wrong information of the author that there is no Recruitment Rule. If there is no RR how can there be recruitment during last33 years? In recent year new RR had been placed before the BoM for improvement of the old one.

4. The appointment in NERIST is done after proper scrutiny. It is not clear what type of technical background the author desires for the administration. All the post in NERIST is having technical and experienced persons. Regarding appointment of Deans, highly qualified Professors are appointed as Deans. This is a technical Institute and not general science institute.  NERIST helps NITs from time to time for its labs and other technical knowledge which perhaps is not known to the author. The   admission process is   digital and fee collection is through e-collect of SBI and UG programme application fee is through gate way of Axis Bank.

5.  It is MHRD to decide whether there should be   spate faculty for its PG, PhD and UG programme for its being a modular Institution. NERIST has advanced during last 33 years from a small Institute to a large one through stages different specially after Deemed University status (2005). Regarding coaching by faculty members, it is serious allegation and administration does not allow anybody for private coaching. If any grievances / allegations are found, authority will take necessary action as per rule.

6. The Arunachal Times is requested to furnish particulars of the author in question.

Deteriorating law and order situation

Dear Editor,

Through the column of your esteem daily, I would like to draw the kind attention of the Home Department regarding the deteriorating law and order situation in the twin capital.

The recent attack on a senior journalist, the physical attack on a youth while returning from a bar with his friends which eventually led him to rest forever, the shooting on a youth at Ganga market in broad daylight and the latest incident involving the shooting on a passenger by two youth riding on a scooter is really disturbing and sends spine chilling effect.

And as an ordinary people living in the capital, we are in constant fear for our own safety due to the lawlessness.

It is high time the home department takes the matter more seriously. Installation of CCTV cameras in and around the capital and in crime vulnerable areas, rigorous patrolling in midnight needs to be taken on priorities.

With these once again I request the home department to review their security scenario and come up with a more robust system to ensure the safety and security of the citizens.

Gopalkrishna Gandhi as Vice-President

Dear Editor,

Time and numbers will tell  whether  Gopalkrishna Gandhi will ultimately succeed in assuming the post of Vice-president or not, but the news of his nomination to the said  post by the opposition camp is one of the rarest of rare good news to have graced our newspapers since decades.

Before dwelling more  on Gandhi, another nice point that needs to be rejoiced over is that at last eligibility and merit have been accorded a prime seat in India  by overriding all narrow parochial  boundaries and identities of race-caste-religion which have tarnished each and every sector of the country including the ensuing Presidential polls where caste credentials of the candidates are being cleverly exploited and zealously  highlighted so as to reap cheap political dividend in future popular polls.

Gopalkrishna Gandhi actually represents an extremely endangered group of population in this polity and society where all sense of humility, decency and civility are fast yielding place to shrill rhetoric, haughtiness and bankrupt antics.

Unlike being a mere degree-holder, Gandhi is an educated gentleman in the truest sense of the term. The ever-smiling personality is nothing but epitome of grace and dignity. He had established himself as an extremely popular Governor of West Bengal through his graciousness and deeds, thereby capturing the hearts of the common people.  When the Singur-Nandigram agitation was at its peak; Gandhi, instead of enjoying the safety and comfort of Raj Bhavan(the Governor residence) or acting "neutral" so as not to land himself in any controversy, used to visit the violence-affected areas to assure and console the victims and initiate peace talks. Despite earning the wrath of the ruling dispensation of the state, Gandhi used to respond to the call of his conscience and tried his utmost to normalise the situation in the state and ensure justice.

Again during his tenure as Bengal Governor, power situation of the state got dismal for few months leading to regular load-shedding and darkness in various parts of Kolkata for many hours leading to extreme inconvenience to the citizens. Since Raj Bhavan complex is a "VIP" area, obviously it used to get spared from power cut. To display solidarity with the common mass fed up with power cuts, Gandhi had ordered to put off lights in Raj Bhavan also for few hours every evening!  The practice continued for few months till the power situation got normalised. Not to forget that Gandhi's unique sacrifice had prompted the concerned authorities to buck up and urgently take necessary remedial action in the power sector! What a brilliant specimen of virtual protest through absolute non-violence by drawing inspiration from his illustrious grandfather! What a conscientious personality!

During the last phase of his tenure, an extremely reputed bi-monthly Bengali literary magazine named 'Desh' had featured Gandhi as its cover story praising his personality, noble thoughts and deeds as Governor.

In the very next issue, Gandhi, despite not being a Bengali by birth had personally written a letter, which got published thanking the magazine and its writers and readers and stressing that “I do not deserve such honour”! Why don’t we learn a few things about humility, dignity and grace from these teachers of the society?

 Ending with a reference to an article titled "Kinds of begging" written by Gopalkrishna Gandhi a year ago. The article revolved around an incident(in Chennai where he currently resides) where he had got into his car after refusing money to a man who had begged to have two idlis(South Indian delicacy). After driving off, Gandhi was wondering what that beggar was thinking about him after the refusal. I quote Gandhi : "Perhaps he was thinking that this man bundling himself into his car has never known hunger, never known and while he will not spare a fiver for two idlis, has no problem with begging of other kinds. Such as the begging by Make In India investors for loan or tax waivers, the begging by corporate for subsidies and rate-freedoms at SEZs, and, of course, airline defaults. Idli-begging is one thing, Mallya-pleading another. The bigger the begging, the better it works". Again what a personality who publicly acknowledges his act of refusal of money to a beggar and thereafter, perhaps following a bit of repentance, indulges himself in an honest introspection and also reminding the hypocrisy of this society which holds utmost contempt for the poor hapless vulnerable beggars; but view the high-end glamorous vulgar-rich members and organisation of the society, practically doing the very same job of begging from the State, in an extremely forgiving and lenient light!

 Pranab Mukherjee is scheduled to leave the Rashtrapati Bhavan within a few days not only with head held high, but also displaying to us what an ideal President should be through his noble thoughts and moral guidance. While we would surely miss his gracious presence as the 'Conscience of the Nation', our grief would get adequately compensated if another meritorious personality Gopalkrishna Gandhi enters the office of Vice-President and add another bright feather to the honorable Chair.
