For the past two weeks, people have been forced to traverse the agonizing traffic between Itanagar and Naharlagun via Jullang along NH415, owing to sluggish pace of restoration work at two damaged points of the NH 415.
According to Executive Engineer Nani That, who has been entrusted with the restoration work, the restoration work near 'A' sector in Itanagar would take another couple of days as the hill side is too steep for construction of a boulder wall along it.
'Construction of a support wall along the said road would take about a month to complete', the EE said. He further mentioned that lack of coordination is hampering the restoration work. 'On Monday, police personnel deployed to check traffic stopped a PWD truck which has been engaged in the restoration work at Papu Nallah which resulted in much wastage of time', the EE lamented.
This lack of coordination among the authorities has only worsened the situation. The way the traffic congestion is increasing, people have to stop using the road at all. Already there are many individuals especially, government officers and staff who have stopped going to their respective offices and are availing unsolicited holidays, putting all the state machinery to a stop. Year after year, the whole exercise is repeated at the expense of the denizens of the Capital Complex. What is appalling is the apathetic attitude of the state government towards the issues affecting the denizens of the twin capital cities. Traffic congestion has remained a nagging issue since long, however, the state government has done little to mitigate the problem in recent times.

There is no doubt that heavy rainfall caused major damage but a closer look will tell that some of the damages are inflicted by humans.
In many stretches along the NH 415, people have been found carrying out illegal earth cutting near the highway.
"These earth cutting has come back to haunt us. In several areas, road blockade took place due to earth cutting done by the citizens. Due to the greed of few individuals, the whole of Capital Complex is facing torrid time," said a citizen.
Also, the monsoon fury has exposed the lacunae of capital administration.
"The Capital Deputy Commissioner Prince Dhawan has failed to control the illegal earth cutting work. He keeps on issuing notice after notice but nobody seems to follow it and hardly any action is taken against the rule breaker.
The district administration should understand that just issuing order will not solve the problem. They need to be practical and ensure action at ground level," said a frustrated citizen.

ITANAGAR, Jul 17: Hundreds of Samaritans from all walks of life turned up and generously contributed money on the first day of donation camp jointly set up by the Arunachal Press Club, Arunachal Pradesh Union of Working Journalists and Arunachal Electronic Media Association for the victims of Laptap village landslide at Akashdeep Ganga, Itanagar on Monday.
14 people were killed in Laptap village when their homes were swept away in the landslide triggered by incessant rains on July 11 last.
The contributors were presented with badge as mark of gratitude from the Press fraternity of the state.
Similar camp would be set up at Takar Complex, Naharlagun on Tuesday from 10 am to 5pm.
"Indeed, it was truly encouraging to see that people from all walks of life turned up in such large numbers to donate for the landslide victims. We anticipate same response at Takar Complex tomorrow," said Amar Sangno, President APUWJ, who was coordinating the fund raising camp.

Pema govt launches several schemes to mark one year anniversary
Itanagar, Jul 17: Several schemes and programmes were launched today to mark the completion of one year of Chief Minister Pema Khandu's government in the state.
BJP National General Secretary, Ram Madhav initiated the ceremony with the launch of Ujala Scheme in presence of BJP party leaders, state Ministers, Parliamentary Secretaries, Commissioners, Secretaries and other top level officers and public leaders.
IT Secretary Sonam Chombay made brief presentation on Pandit Deen Dayal Upadhyaya Bunkar Yojana, CM Krishi Rinn Yojana, CM Adarsh Gram Yojana (Rural Transformation Fund) and District Innovation & Challenge Fund, after it was formally launched.
This was followed by launching of Facebook page of Department of Finance and Investment by Deputy Chief Minister Chowna Mein.
The Chief Minister launched the CM helpline no. 155250, a toll free number for the citizens to make a call to register their grievances. He made the first call, which was received through a call centre.
The Chief Minister also brought out his government's achievements made in one year through a souvenir titled '1 year in office' listing several achievements in different sectors.
Khandu in his speech credited the state government's achievement to his minister and legislator colleagues, team of officers, and party members.
The state government in the last one year had 14 cabinet sittings, where 160 decisions were taken with more than 60% decisions being implemented already, said the Chief Minister.

Touching on unemployment issues, the Chief Minister spoke on his initiative on Deen Dayal Upadhyaya Swavalamban Yojana that promises to provide loans to unemployed youths for entrepreneurship.
He informed that state government has created 3200 jobs in various departments in addition to 2000 posts in police department totalling more than 5000 jobs.
The Chief Minister further spoke on acute shortage of teachers and administrative posts in the state that were accumulated through upgrade of schools and administrative centres. He said no previous governments had attempted to fill these gaps and in this year, the state government has identified more than 1500 vacant posts of teachers, which will be advertised for recruitment soon through the APPSC.

SJETA meet JIC and AAPSU on disbursement of scholarship
ITANAGAR, Jul 17: Secretary, Department of Social Justice and Empowerment and Tribal Affairs (SJETA) met the representatives of All Arunachal Pradesh Students Union and Joint Interim Committee (JIC) for Stipend and Scholarship regarding disbursement of scholarships.
According to a release, NOC is not required to be submitted by the students and scholarship will be released after verification from the list of students who have been given stipend by the Higher & Technical Education Department. The consolidated lists have been received from the Higher & Technical Education Department on Monday.
During the meeting it was decided that any difference in the entitlement and release of scholarships of the students shall be looked into and redressed by the Deptt. The students may see their entitlement at www.arunachalpradesh.gov.in.
It was further informed that the scholarships are admissible to applicants who have not availed stipend from Education Department.
The entire amount received from the Government of India for scholarships shall be used for disbursing scholarships as per norms and the remaining unspent balance shall remain in the Government Treasury and is accounted for by the Government of India in future releases, a departmental release stated. Transfer of scholarship is through Direct Benefit Transfer that is from Bank Account of the Govt of Arunachal Pradesh to the Bank Account of the beneficiary hence it cannot be diverted, it added.
Further, the Director, Social Justice Empowerment & Tribal Affairs appealed to the JIC not to call a protest or ‘chakka jam’ regarding the disbursement of stipends.
APCC concerned at gun violence
ITANAGAR, Jul 17: Arunachal Pradesh Congress Committee (APCC) has raised serious concern over increasing incidents of gun related violence in the state.
Citing the recent series of shooting incidents, the APCC flayed the state government for not taking any measure to curtail gun violence and other related criminal activities posing serious threat to safety and security of common people.
Stating that uncontrolled gun culture will gradually push the state into Jungle Raj, APCC demanded routine patrolling and strict vehicle checking in the twin capital towns.
"The State Government must equip the law enforcing agencies with all the required modern equipments and increase deployment of police and Police Control Room (PCR).
APCC also demanded to harden the gun ownership laws to prevent easy procurement and misuse of firearms.
AACWA takes a dig at root out corruption campaign
ITANAGAR, Jul 17: The All Arunachal Contractors Welfare Association (AACWA) in a release on Monday took a dig at the root out corruption campaign initiated by Chief Minister Pema Khandu.
As part of celebrating one year in office, the CM on Sunday had issued instruction to all government departments to put up display boards outside their offices asking the people not to pay bribes and to inform officials about bribes.

"Most PMGSY projects of eastern Arunachal Pradesh are won by the Tinsukia based non local registered contractors. The MLA and ministers from eastern belt do not help local Arunachalee contractors. Local registered firms pay yearly taxes to the state government but our government always favours outsiders," the AACWA alleged.

The work against C/o RLR at Moruk/Moying, Bolung is being done at Erbuk instead of Moruk/Moying as sanctioned under the scheme, informed Boss Lego, a villager from Bolung.
There is no mention of any RLR work at Erbuk in the proposal/list of sanctioned order as per the DPR, he added.
Lego said that the sanctioning of the RLR came as a boon for the poor villagers who are mostly dependent on their agricultural and horticultural produces for their livelihood, and had long felt the need of a link road as they have been facing a lot of hardship because of lack of proper road connectivity, especially to transport their farm produce. However, the negligence of the executing department, DRDA Roing, has diminished all the hope of us poor villagers, added Lego.
Lego, on behalf of the entire village, had also written to the DA regarding the matter seeking intervence. However, in its reply the office has only mentioned about conducting inspection of the quality of work done, totally neglecting the complaint of work not being conducted at the original site of Moruk/Moying, informed Lego.
On being contacted, DRDA APO (RE) said that the department has been monitoring the work being done at Bolung and they have no idea about where Moruk/Moying is and where Erbuk is.
However, the villagers informed that the work is being done at the already existing
road at Erbuk which was constructed under MNREGA, which cannot be mistaken for the
proposed road at Moruk/ Moying, which is non-
"The department has taken our one chance at getting a link road as such funds will not be provided for the same place twice. They have violated our right to development which is a serious offence and crime under the law of Indian Penal Court", said the villagers.
Myriads of problems plague school education: ATA
ITANAGAR, Jul 17: Lack of effective education policy, insufficient funding for academic activities, infrastructure, non availability of textbooks and subject teachers are the main reasons for the disappointing results in examination conducted by the CBSE, observed the Arunachal Teachers' Association (ATA).
Taking serious note on the poor CBSE results across the state in 2016 and 2017, the ATA in a meeting on Sunday opined that one can not only blame CCE and No Detention Policy for demeaning the education system in the state.
There are numerous shortcomings in present education policy which require amendment, the ATA members opined.
Apart from it, inadequate funding for education is adding more woes to already wretched educational institutes, the meeting observed.
In addition, apathetic attitude towards the interests of major stakeholder of education system, such as lack of teachers’ quarters in almost all the educational institutes, delay in release of salaries, in conducting DPC for promotions and non fulfillment of other teacher welfare related issues are also unnoticeable factors, which are psychologically demoralizing the teachers, thereby affecting the education system, the ATA said.
The ATA lamented the Department of Education's failure to come out with tangible mechanism to mend the deplorable state of affairs of school education despite holding series of meetings and conventions.

2nd phase ACF for TB launched
ZIRO, Jul 17: The second phase of systematic identification of people with suspected active TB, also known as Active Case Finding (ACF), was launched in a programme organized by the District Health Society under RNTCP.
The ACF, a systematic screening for active TB, was formally launched by District TB Officer Dr. Tage Nibo at VKV School, Ziro.
In total, 446 students and teachers were screened for TB out which 35 symptoms suggestive to TB were subjected to sputum examination.
The DHS (RNTCP) will conduct screening for active TB in all boarding schools in Ziro valley and a couple of villages under the jurisdiction of Gyati Takka General Hospital and CHC, Old Ziro during the the 14 days programme. (DIPRO)

However as responsible Doctors and concerned citizens, we would like to request and advice the concerned department(s) and government of Arunachal Pradesh to abide by the rules and regulations set by medical education governing body of India, Medical Council Of India (MCI) for selection of teachers/faculty members of a medical college, which was revised and published in The Gazette of India, dated June 8, 2017, according to which even the selection of an Assistant professor required, apart from a post graduate degree, experience of one year as Senior Resident in concerned subject in a recognized medical college. This we say, so that future of our medical college is not jeopardized and the reason is given below.

Through the column of your esteem daily, I would like to draw the kind attention of the Home Department regarding the deteriorating law and order situation in the twin capital.
The recent attack on a senior journalist, the physical attack on a youth while returning from a bar with his friends which eventually led him to rest forever, the shooting on a youth at Ganga market in broad daylight and the latest incident involving the shooting on a passenger by two youth riding on a scooter is really disturbing and sends spine chilling effect.
And as an ordinary people living in the capital, we are in constant fear for our own safety due to the lawlessness.
It is high time the home department takes the matter more seriously. Installation of CCTV cameras in and around the capital and in crime vulnerable areas, rigorous patrolling in midnight needs to be taken on priorities.
With these once again I request the home department to review their security scenario and come up with a more robust system to ensure the safety and security of the citizens.

Before dwelling more on Gandhi, another nice point that needs to be rejoiced over
is that at last eligibility and merit have been accorded a prime seat in India by
overriding all narrow parochial boundaries and identities of race-
Gopalkrishna Gandhi actually represents an extremely endangered group of population in this polity and society where all sense of humility, decency and civility are fast yielding place to shrill rhetoric, haughtiness and bankrupt antics.

Ending with a reference to an article titled "Kinds of begging" written by Gopalkrishna
Gandhi a year ago. The article revolved around an incident(in Chennai where he currently
resides) where he had got into his car after refusing money to a man who had begged
to have two idlis(South Indian delicacy). After driving off, Gandhi was wondering
what that beggar was thinking about him after the refusal. I quote Gandhi : "Perhaps
he was thinking that this man bundling himself into his car has never known hunger,
never known and while he will not spare a fiver for two idlis, has no problem with
